Bebe's interpretation
It is clear from Paul's statement that God has not rejected His people. Prior to Israel's existence as a nation, God knew them as His people. God has promised Israel many times that He will never abandon them or forsake them. After this, Paul introduces new evidence pertaining to a conversation between Elijah and God regarding the Israelites. In the following verse, Paul quotes Elijah's complaint.
As Paul reminds us, God always preserves a remnant of faithful people through whom He will work and use for His glory. Even when Elijah, the mighty prophet, pleaded with the Lord against Israel, thinking he was the only faithful person left, God's response reminded him that His plan was unfolding in His time and way.
As God planned and determined before the foundations of the world, His plans did not depend on the faithfulness of a country, person, or group of people but on His own faithfulness. He remains faithful even when we are unfaithful. For all eternity, His plans will not fail, and we will never be rejected but will be accepted in the Beloved.
