For whosoever shall call upon the name of the Lord shall be saved.

Bebe's interpretation
In this verse, Paul quotes the prophecy of the Prophet Joel, asserting that all those who call on the name of the Lord will be saved (Joel 2:32). Whether you are a Jew or a Gentile, you will be saved from God's wrath against sin when you call on Him in faith, sharing in God's glory forever.
The Lord offers salvation to everyone who calls on His name. The only name under heaven given to mankind by which we must be saved is the name of Jesus Christ. Jesus Christ is both the power and wisdom of God. For those who are perishing, the message of the cross and the shed blood of Christ are nothing but foolishness, but for those of us who are being saved, it is a message that brings power to us - to everyone who believes.
We are approaching the end of this Church dispensation and will soon be in a position to look into the future. And the chosen people of God will one day re-establish His work through the God of Abraham, Isaac, and Jacob. On that day, everyone calling on the name of the Lord will be saved.
