Hebrews 13:17

Obey them that have the rule over you, and submit yourselves: for they watch for your souls, as they that must give account, that they may do it with joy, and not with grief: for that is unprofitable for you.

The authorities that exist have been established by God speaks to the divine origin of all earthly authority. This verse affirms that all authority, whether in government, the church, or other institutions, is ultimately established by God. Even when earthly rulers are unjust or flawed, God remains sovereign over them, using them to fulfill His greater purposes.
